Human trafficking is a crime and a human rights violation that requires a systematic process of investigation.  Unfortunately, there is still a lack of reliable information available regarding the magnitude of this crime within Peru.

In response to this deficit CHS Alternativo, in collaboration with the Ministry of the Interior and the Peruvian National Police, have designed, implemented and validated the System of Registry and Statistics for Human Trafficking and Related Crimes- RETA- which has been developed on the Web platform www.retapnp.com, to facilitate its access by the PNP from any location in the country (such as internet cafes).

The RETA System contains both qualitative and quantitative information including denunciations, operatives and police investigations of human trafficking cases and, in general, the crimes of sexual exploitation, labor exploitation, and trafficking of human organs and body parts such as: information about the facts, identification of persons, and typification of these crimes. It allows the Police Force and Special Crime Investigation Units a better characterization of the modus operandi of the organized crime, profile definitions of highly vulnerable groups and the ability to create official statistics on a national level.

It only takes two or three minutes to complete a registry form in the RETA System and this will immediately be seen as an alert. The System itself determines if the submitted case is one of human trafficking or not, in accordance with the new Law N. 28950- Law against Human Trafficking and the Illicit Transfer of Migrants.

The Ministry of the Interior institutionalized the RETA System with the Ministerial Resolution Nº 2570-2006-IN/0105 This Resolution and Directive N· 004-2007-IN/0105  established the procedure for the use, submission, registry, consultation and reporting of facts.
